Keep the list to six to eight real candidates. If it's longer than that, you haven't actually shortlisted yet.

Include the practical constraint as an entry if it matters, like "somewhere we can walk to".

How many restaurants should I put on the wheel?

Six to eight works best. Fewer than four doesn't feel like a real choice, and more than ten usually means the shortlist isn't finished yet.
